NIKA is hiring for two Computer Engineering Subject Matter Experts (SME) who will perform cybersecurity engineering assessments to provide essential information to decision makers supporting the Defense Health Agency Facility Operations Branch based out of our San Antonio, TX location!

Education

  • Bachelor’s degree from an accredited university in Cybersecurity, Computer Engineering or related field

Position Requirements

  • Expert knowledge of application of engineering and scientific theories, principles, practical concepts, processes, and methods related to complex computer systems: integrated computer hardware and software systems; computer systems design requirements, standards, codes, techniques, and practices; and advanced mathematics, engineering and physical science disciplines to work as a Computer Engineer responsible for the cybersecurity analysis of C5ISR systems.
  • Expert knowledge of but not limited to: information operations characteristics; computer network characteristics; network vulnerability characteristics; and integration characteristics with complementary systems to include cyber security, tactical networking, and satellite communications to determine the cyber security survivability posture of assigned DHA FE FRCS system software design and implementation in the framework of Risk Management throughout the materiel’s life cycle.
  • Knowledge of Cybersecurity Integration concepts, principles, methods, and practices on a variety of acquisition issues to serve as cybersecurity technical expert to the ISSM and CIO.
  • Knowledge of analytical methods and practices to conduct analyses of problems and/or issues affecting assigned area of responsibility and recommend approaches and procedures in resolution of cybersecurity and integration problems.
  • Knowledge of RMF for tactical acquisition systems to ensure that acquisition Certification and Accreditation packages are prepared and maintained in accordance with the RMF.
  • Knowledge of NIST Special Publication 800-53 to ensure systems adhere to validation procedures and implementation guidelines.
  • Knowledge of cybersecurity for Programs of Records and Acquisition Systems to work with program managers to determine when new or updated authorizations are required.
  • Skill in oral and written communication to develop and maintain the organizational tactical security architecture plan; prepare and present reports and recommendations; and prepare and update manuals, instructions, and operating procedures.
  • Skill in applying: network standards, protocols, and procedures; capabilities and applications of network equipment including hubs, routers, switches, bridges, servers, transmission media, and related hardware within the Army tactical network to address security plans for future systems (e.g. Cyber Range, data links, wireless internet, etc.).
  •  Ability to conduct systems analysis and design methodologies to coordinate tactical cybersecurity architecture and integration for testing events.
  • Ability to evaluate computer systems design, prototypes, and computer applications from an operational test and evaluation perspective for cybersecurity to perform tactical cyber security test and evaluation planning.

Position Responsibilities:

  • Serves as a cybersecurity technical expert to the Information System Security Managers (ISSM) and Chief Information Officers (CIO) across the enterprise in support of the CIO mission to provide specialized technical expertise and guidance on all aspects of cyber security and information assurance system evaluation of assigned systems.
  • Works with the ISSM and CIO to evaluate tactical security architectures and assess the protection, detection, reaction and restoration of DHA FRCS systems connected to the Global Information Grid (GIG) from cyber warfare intrusions into tactical networks and systems.
  • Works as a Computer Engineer responsible for the cybersecurity analysis of Command, Control, Communications, Computers, Combat Systems, Intelligence, Surveillance, and Reconnaissance (C5ISR) systems integral to accomplish the DHA-FOB mission.
  • Researches, tests, and evaluates cybersecurity system architecture in accordance with the National Institute of Standards and Technology (NIST) Special Publication 800-53, Department of Defense (DoD) Risk Management Framework and Army Enterprise Mission Assurance Support Service (eMASS) policies.
  • Performs tactical cyber security test and evaluation planning using threat penetration teams, cyber security vulnerability analysis, computer hardware, systems software, and computer system architecture and integration to include the evaluation of tactical network integration and communications.
  • Determines the cyber security survivability posture of assigned DHA FRCS system software design and implementation in the framework of Risk Management throughout the materiel’s life cycle.
  • Plans, directs, coordinates, and assesses all concepts, equipment, and systems developed/produced to ensure the cyber security and information assurance posture are current and conform to planned Army systems to meet the needs of the Warfighter.
  • Coordinates tactical Cybersecurity architecture and integration for testing events to include Network Integration Evaluations (NIE), Army Integration Certification (AIC), Developmental Test & Evaluation (DOT&E), and Initial Operational Test & Evaluation (IOT&E).
  • Analyzes and assesses Information Systems Cybersecurity controls for threat and cybersecurity events related to tactical and acquisition system that impact the systems cybersecurity posture.
  • Performs periodic reviews to determine the security posture of all DHA FE FRCS acquisition systems and tactical networks to ensure compliance with all NIST, DoD, and DHA policies. Works with program managers to determine when new or updated authorizations are required.
  • Develops and maintains the organizational tactical security architecture plan.
  • Establishes the security framework for information processing and connection to PEO networks.
  • Addresses security plans for future systems (e.g. Cyber Range, data links, wireless internet, etc.). Provides recommendations in support of cybersecurity for Assessment and Authorization (A&A) implementation of the Risk Management Framework (RMF) process for tactical systems and networks. Represents cybersecurity at integrated product team (IPT) and other meetings to interpret policies and requirements, resolve technical issues, establish criteria, and formulate approaches in support of projects, processes, and objectives.
