NIKA is hiring for a Director of Business Development Programs to identify new business opportunities, plan and manage capture of opportunities, maintain relationships, and assist in development of company strategic planning. This opportunity will be located out of our Rockville, MD HQ office, or can be supported remote from your home location!   • Bachelor’s degree from an accredited university in Business, Communications, Project Management or related field.

Position Requirements

  • Minimum ten (10) years of progressive experience in business development required
  • Successful track record developing directed award work in government markets
  • Demonstrated federal market knowledge, including clients, prime and subcontractors, and geography
  • Demonstrated success targeting and winning service contracts
  • Demonstrated success in building a pipeline of clients for direct award opportunities
  • Capable of developing and delivering effective sale presentation and marketing material
  • Demonstrated success in all business development areas within a fast-paced, technically focused environment is essential
  • Small Business Administration 8(a) company experience required, preferably with an Alaska Native Corporation
  • Must have contacts within the government contracting industry and other large businesses working in relevant sectors
  • Ability to travel when necessary


  • Responsible for actively engaging existing and new customers that lead to the financial growth of the company.
  • Assist the Business Development Leadership team with the identification, development, and closure of non-competitive awards.
  • Conducts the research and analysis of business opportunities
    • Locate, explore, and evaluate potential federal business opportunities
    • Analyze competitors to enhance our success rate
    • Interface with groups and company leads to determine applicable federal market areas and scopes of services
  • Lead successful development and execution of win strategies
    • Prepare and lead Go/No-Go reviews
    • Create and implement capture plans as required
    • Attend RFP debriefing interviews and communicate feedback on win/loss with team members
    • Pursue sole source awards
  • Assists in managing NIKA’s proposal efforts
    • Coordinate with proposal team to ensure proper hand-off and follow-through
    • Collaborates with consultant technical writers working for the BD Department to produce timely and complete proposals
    • Utilizes data provided by the BD Department in pursuit of specific strategies
  • Research 8(a) expiring contracts database for relevant leads
    • Exploits an expansive list of expiring 8(a) contracts that are either relevant for capture by the firm solely, or through a partnering relationship where the incumbent may not be eligible but commands an expertise and desires a new 8(a) Prime
  • Performs incidental tasks related to the position as well as various duties, as assigned, to support the overall objectives/goals of the team while maintaining a positive attitude. This may require incidental travel to Industry Days, client meetings, or other business development training sessions

  • Strong organizational and time-management capabilities, as well as verbal communications skills
  • Familiarity with federal government contracting, solicitations, and RFP process highly preferred
  • A customer service mindset and approach are critical
