NIKA is hiring for an Electrical Engineer that will provide overall technical engineering expertise to the transformation from AFMS Health Facilities Division to the newly established Defense Health Agency’s Facilities Operations Branch in San Antonio, TX!

Position Description

  • Provides counsel and advice at a highly technical engineering level on compliance and quality management to HFD internal and external customers (MTFs) in the maintenance, repair, and modernization of major building electrical physical plant systems which include, but are not limited to:
    • building interior electrical wiring and power distribution
    • lighting systems and power generation systems
    • automatic transfer switches
    • large frame electrical power circuit breakers
    • transformers
    • power conditioning and continuation systems (e.g., UPS and RUPPS)
    • solid state electronic controls for industrial and large electrical power production physical plants
    • energy metering
    • lightening protection and grounding systems
    • high reliability power systems
    • medium and high voltage systems
    • powerline and transmission power systems
    • fire alarm and mass notification systems
    • low voltage and communication systems (e.g., nurse call and public address), video surveillance, and intrusion and security systems

Required Skills

  • Expert level skills and extensive practical experience in all aspects of the interior, exterior and electrical power generation fields necessary to accurately analyze plans, data, designs, operations and maintenance practices and the management thereof.
  • Must possess extensive skill in electrical theory and practical applications in order to develop accurate estimates and make sound recommendations for repairs, sustainment and optimization of building electrical infrastructure systems.
  • Integrates information from a variety of sources into various systems; ensures proper system interfaces.
  • Must be knowledgeable of local, municipal and federal building codes, criteria and standards.
  • Must have strong interpersonal, communicative, diplomatic and analytical skills to provide highly professional quality presentations to executive leadership and large audiences.
  • Develops, acquires, and executes large and complex infrastructure repair and modernization projects, including the crafting of measurable performance work statements (PWS), development of accurate current working estimates, collaboration and participation as a technical advisor in source selection boards, chairing project execution and kick-off meetings, serving as the Technical Representative, performing Quality Assurance and Safety compliance visits, performing design and submittal reviews, inspecting for compliance and design compliance in the installation of infrastructure systems.
  • Performs functional testing and commissioning for government acceptance of systems delivered through the point-by-point verification of design, installation, functionality, and performance of existing and newly installed electrical infrastructure equipment and systems.
  • Provides oversight, management, goal establishment and user level training of the AFMS Enterprise Energy Monitoring Program. Generates reports, trending data and general performance data that can be used to identify extraordinary energy use or savings, opportunities for improvements and accomplishments.
  • Provides Energy Program Performance presentations at the HFD Facilities Symposium, the Facility Management Course, and as requested by AFMS and DHA leadership.

Required Qualifications

  • Bachelor’s degree in electrical engineering
  • Professional engineering registration highly desired
  • Five (5) years’ experience in operation, maintenance, repair and management of large electrical physical plant/infrastructure systems that support large institutional, industrial or medical healthcare campuses.
    • This practical experience must be recent and within the past six (6) months and span continuously over the preceding four (4) years. The expectation of this incumbent is to possess the expertise and experience to resolve complex problems that his/her contemporaries cannot resolve.
