NIKA is hiring for an experienced Building Automation Engineer to provide Facilities Management Division Mechanical Engineering support for the Keller Army Community Hospital at West Point, NY.  This project will involve the full variety of facilities and structures, including highly technical and complex medial facilities.


Job Description/Responsibilities:

  • Support requires a thorough knowledge of professional construction standards, office engineering, and MEDCOM criteria and policies. 
  • Have the ability to recognize changes resulting in new technical and schedule trends, interpret the direction and impact of the trends, and project the results. 
  • Provide mechanical engineering technical support on design review, commissioning, retro-commissioning, etc., and will provide mechanical expertise support to the Facilities Management Division as a lead for the construction Quality Assurance Program. 
  • Will recommend to FMD responses to Customers, Construction Contractors, Manufacturers, Suppliers, and various stakeholders on complex mechanical engineering issues. 
  • Perform advisory, consulting and reviewing duties on problems of unusual complexity, and provide technical and administrative oversight to mechanical, electrical and civil engineers, technicians and architects. 
  • Provide resolution to problems encountered during the progress of the work, and recommend changes in policy and procedures, and review of completed work.  
  • Perform Senior Quality Assurance Support, perform Internal Quality Audits to evaluate both the Construction Contractor’s quality control systems and the effectiveness of the Government’s quality assurance program. 
  • Will assess the quality of construction for compliance with plans and specifications and that the design and construction deficiencies which may increase costs, delay construction, or impair the quality of construction are reported to appropriate Gov’t officials. 
  • Interprets plans and specifications to determine that construction meets contract requirements, recommending action which will ensure contract compliance as may relate to inspection techniques, safety, construction methods, materials, planning and scheduling, reporting, etc. 
  • Discusses and coordinates results of audits/reviews with the Contracting Officers Representative, other MEDCOM engineers, Construction Contractors, and other Government officials. 
  • Collaborates with the MEDCOM Director of Engineering to establish inspection policies for field office operations.
  • Will perform quality oversight duties for all projects at home installation, including the KACH Renewal, the Johnson Veterinary Treatment Facility, the Cadet Health Clinic Renewal and critical MEDCOM projects within USMA, and other projects as assigned. 
  • Assist with issues encountered during construction. The A-E will review the mechanical portions of construction and equipment installation to assess effectiveness of construction contractor field construction management. 
  • Will participate in commissioning of mechanical and various process systems, and provide daily record of quality oversight activities.The A-E will review shop drawings and other contractor submittals for conformance to contract plans and specifications, supplier’s catalogs, and Federal specifications to ensure project specifications are met and makes notations of discrepancies and, as required, makes remarks concerning disapproval recommendations to the FMD. 
  • Upon request, or as part of review responsibilities, prepares sketches, government estimates, or provides comments on construction contractor’s or supplier’s quotations concerning the contract changes, and prepares necessary draft requests for proposals as needed for contract modifications. 
  • Researches construction contracts and supporting documents and compiles data in prescribed format for use in the negotiation and settlement of claims.  
  • Will provide reviews for completeness of detail and clarity of design intent, and ensures conformance with established technical criteria and Army policy. 
  • Checks to determine proper consideration has been given to the availability and cost of specified mechanical equipment and materials and makes notations of discrepancies and prepares Engineering Review Comments for consideration by FMD.  
  • Provides support and assistance on the interpretation of technical engineering criteria and ensures that new or revised criteria including ER’s, ECB’s and Division policies are applied in a timely manner. 
  • Routinely communicates with other key players to share information, coordinate, and gain approval of actions critical to the mission. 
  • Maintains a cognizance of new theories and application of the latest engineering and construction technological advances and applies them to Army projects. 
  • Coordinates with other functional experts, and the review and evaluation of contractor technical proposals.Based on broad description of the energy project objective, prepares detailed design criteria for new construction, major and minor modifications, alterations, renovations, or repairs to existing facilities and utility systems. 
  • Devises plans and methods for meeting the energy related project objective and develops design criteria applicable to the project. Makes recommendations and trade-offs on economy and requirements when different approaches are available. 
  • Designs include provisions for the installation or upgrade of facility energy and utility systems to improve energy efficiency to meet the DoD and Federal Government energy and water reduction standards. 
  • Determines the applicability, suitability and sustainability of new technology in repair and upgrades to building and utility system components. 
  • Operates computer-aided design and drafting equipment and personal computer equipment in the development of plans and specifications, utilizing established software systems to generate or revise drawings, edit specifications, and perform general engineering computations. Niagara AX Building Automation Certification is required, as well as a broad knowledge of LONworks and other building automation systems, sequences of operations, and commissioning.

Skills Requirements:

  • Bachelor’s Degree or higher education required
  • 5-10 years of related experience as described
  • Management, labor, supervision, management support, training, local transportation, equipment and materials (except as specified as government furnished) to provide facilitation support services as described herein.
  • Ability to obtain a NACI Security Clearance or higher
