NIKA is hiring for an Information Management & Technology (IM/IT) Manager to be a part of the Defense Health Agency-Facility Enterprise team in Falls Church, VA!! The candidate would be primarily responsible for cradle to grave life cycle project management support, feasibility studies, conditions surveys, and Design/Build construction statements of work, cost estimates and government solicitations.

Primary Duties and Responsibilities:

  • The IO&T IM/IT serves as DHA-FEs expert for the planning and execution of IO&T projects and programs, specifically related to: facility related control systems (FRCS), sometimes referred to as “low voltage systems (LVS)” or “communications and electronic security systems” (CES).
  • Lead the planning effort and assist the life-cycle PDT in managing the FRCS scope, schedule, quality and budget.
  • Provides IM/IT “Quality Oversight” to ensure compliance with planning requirements.
  • Assist and advise government personnel in the creation of criteria, standards, tools, templates and other products in support of the military medical facilities enterprise
  • Support the government in assessment and authorization (A&A) and implementation of Risk Management Framework (RMF) for facilities, to include: building automation, information, control systems and equipment
  • Assist with planning, integration and implementation of cybersecurity assessment and authorization (A&A) efforts for Medical Treatment Facilities (MTF) Information Technology, Real Property Investment Equipment (RPIE), Personal Property equipment (PP) Communication and Electronic Security (CES) Systems and equipment
  • Support/serve as subject matter expert (SME) and liaison with Defense Health Agency (DHA) Health Information Technology (HIT), Medical Community of Interest (MedCOI), Medical Treatment Facility (MTF), Base Communications, other government agencies and industry/contractor personnel, as required
  • Provide technical expertise on security and implementation aspects of accreditation packages for MTF networks, RPIE and PP developed within the area of operations
  • Assist with technical information security aspects including, but not limited to, identifying risks, providing mitigation plan of action, analyzing system designs, assisting with A&A issues that may prevent a system from receiving authorization to operate (ATO)
  • Assist with evaluation and analysis of design, configuration, planning and execution of LAN/WLAN/WAN network infrastructure and application components
  • Assist with evaluation and analysis of design, configuration, planning and feasibility of execution of IM/IT
  • Assist with ensuring project IM/IT designs comply with government and industry standards and are installed/executed in accordance with DOD and other Federal criteria
  • Assist with project scope of work development, including financial forecasting of requirement equipment
  • Assist with project submittal reviews, change requests, quality assurance, transition planning and inspection efforts
  • Provide training as required
  • Provide technical assistance to geographically separated personnel
  • Travel to MTFs to perform Facility Assessments and project inspections
  • Assist acquisition and contract personnel in obtaining technically qualified and experienced industry partners to support the program and projects
  • Assist Program Managers in translating policy and strategic business plans into capital improvement plans as it relates to IM/IT to include criteria and standards development and implementation

Job Requirements and Essential Skills:

  • Registered Communications Distribution Designer (RCDD) certified or Cisco Certified Network Professional (CCNP) required
  • Bachelor or Master of Science degree in Information Systems & Security IAMS, Electronics Engineering, or in Electrical Engineering.
  • Minimum of five years of this experience shall be in the design, coordination and integration of military medical communications systems.
  • Minimum of three (3) years of experience in the design, coordination and integration of military medical communications.
  • Demonstrate a solid understanding of healthcare operations and related communication and electronic security equipment and systems (CES), and be proficient in reading (and/or translating requirements into) design/construction/installation documents.
  • Proficient in DOD Criteria and demonstrate experience in:
    • preparing IM/IT design layouts and documents (including project room contents lists, infrastructure interface, and technical specifications)
    • budgetary and procurement documentation
    • executing the procurement, delivery, installation, testing, certification, and training related to IM/IT (aka LVS)
