NIKA is hiring for an Initial Outfitting and Transition (IO&T) Program Support to provide support as a subject matter expert (SME) and technical advisor for the programmatic and project specific execution of the Health Facilities Division facility transformation and clinical integration initiatives. The primary work station will be your home office!

Education:

· Bachelor’s Degree in Project Management, Construction Management or related field preferred

Primary Duties and Responsibilities:

  • Provide programmatic and project specific support for initial outfitting, transition, and all associated transition support services.
  • Provides assistance with oversight of transitioning of new and reuse furniture, furnishings, medical equipment (FFE) and low-voltage systems (LVS), storage and resource protection into newly constructed/renovated/temporary clinical spaces.
  • Assist in coordinating the transition of personnel and organizations to/from newly constructed or renovated facilities.
  • Assist in ensuring all necessary coordination and management needed to transition to a new/renovated facility are completed in a timely manner.
  • Provides assistance with oversight of excessing/disposal of any/all FFE-LVS.
  • Assist in Phasing Plan Development/Transition Review.
  • Provide programmatic and project-specific support with performing and coordinating checks to ensure all outfitting and transition are in compliance with project objectives and within established scope/timeframes.
  • Conduct quality standardization reviews at the programmatic level that exercises judgment and initiative in providing others information and prescriptive actions to constructively influence program and technical management decisions and meet user requirements.
  • Provide programmatic support for enhancing processes associated with phases of initial outfitting, planning, design, and transition.
  • Assist with development of future initial outfitting and transition programmatic requirements.
  • Ensure contractor has a comprehensive working knowledge of AFMSA operating protocols and shall provide program and project management support.
  • Assist with preparation and conducting of briefings and meetings relative to program design, development, initiatives, execution and project management.
  • Conduct planning for and facilitate training for AFMSA, MTF and base personnel on the outfitting and transition processes and standards involved. The training shall not be copyrighted and shall be suitable for future use and reproduction by AFMSA and other DOD agencies. Training materials for attendees, and a facilitators guide shall be developed by the contractor as necessary.
  • Assist with coordination between the stakeholders and PDT’s during phasing/transition plan development and review.
  • Conduct data and information gathering to assist AFMSA with change order/modification development, closely coordinating with Group Representatives and senior leadership to ensure customer issues are addressed.
  • Provide expertise on unforeseen problems to ensure that they are addressed by the appropriate personnel and resolved in a timely manner.
  • Contractor shall review construction documents as requested.
  • Assist with project status and coordination efforts, including witnessing key project milestones.
  • Report all requests from the contractor which may impact: schedule, scope, budget, and/or performance.
  • Assist with ensuring accuracy and completeness of project documents.
  • Assist functional representatives in a project focus team to obtain a desired outcome. Present briefings and information in a professional manner which demonstrates an in-depth knowledge of the specific project(s) and/or program(s).
  • Review and critique design and IO project submittals for USAF HFD, provide technical evaluations of contractor submittals, and submit findings to the USACE comments in the government database (currently ProjNet).

Job Requirements and Essential Skills:

  • 5+ years of IO&T experience within healthcare facilities and/or federal facilities experience required.
  • Ability to travel to CONUS/OCONUS locations, up to 20 trips a year
  • DoD and project management experience are desired
  • Knowledgeable of health care interior environment/associated design and environmental compliance
  • Proficient in Word, Excel, PowerPoint, Photoshop; knowledge of building codes, accessibility codes, furnishing codes, egress codes and infection control
  • Excellent in English written and verbal communication skills
  • Ability to work independently and collaboratively in a fast-paced environment
  • Ability to work under the pressure of multiple deadlines
  • Extremely high level of attention to detail and the ability to take initiative and adapt quickly to changing requirements
