Department: Facilities Operations Management

NIKA is hiring for a Life Safety Project Manager to provide on-site life safety project management support at Walter Reed National Military Medical Center (WRNMMC).

Duties

  • Provides technical support regarding fire and life safety matters for WRNMMC and provide support to Facilities Management Department (FMD) leadership.
  • Develop and implement fire protection and life safety programs, and procedures to ensure patient, visitor, staff, and medical center facilities safety in accordance with all city, state, and federal fire and life safety codes. Function as liaison with the NSA Bethesda Fire Department, Base Operating Support Contractor, The Joint Commission (TJC), and other regulatory personnel to conduct surveys and follow[1]ups as required. Enforce existing regulations governing these activities and promulgate new standards and policies as needed.
  • Provide support in the preventive maintenance and inspection of fire protection system devices to include documentation.
  • Provide support in the firestop installation permit program for the medical center. Support in fire door and fire wall inspection and maintenance programs.
  • Coordinate and support fire protection system, mechanical (HVAC), medical gas outages, and water system outages for medical center customers.
  • Provide technical support to fire alarm and fire suppression designers, contractors, architects and engineers regarding fire and life safety issues.
  • Provide technical support to medical center departments to ensure compliance with TJC Environment of Care (EC) standards.
  • Support developing plans for improvement of the existing fire protection systems.
  • Support the review of building construction designs, fire protection oversight and audit programs, fire loss control methodologies, fire inspection reports, property damage reports from fire loss and fire prevention training activities.
  • Joint Commission Related Inspections: Monitor maintenance, inspections, testing, and reporting of hospital life safety systems such as fire walls, fire doors, and fire protection system devices.
  • Survey & Inspection: Routinely inspect WRNMMC facilities to determine facility conditions as it relates to life and fire safety compliance. Participate in weekly medical center wide environmental maintenance rounds.
  • Planning: Support with the development of plans and prepares project specifications and cost estimates. Assignments normally involve systems for medical and dental facilities, technical and research laboratories, industrial facilities, and office buildings. The work includes necessary field investigation to determine scopes of work.
  • Drawings & Specifications: Ability to produce and read drawings and specifications for new construction or modification of existing systems. Be able to read and interpret building plans, wiring diagrams, engineering drawings, specifications, sketches, and maintenance or repair manuals.
  • Cost Estimates: Support in the preparation of cost estimates.
  • Project Review: Support in technical reviews of project plans for code compliance or project feasibility.
  • Project Execution: Plan and coordinate various phases of work to accommodate the needs of tenant customers and those occupying spaces surrounding the work. The contractor shall obtain necessary clearances for work including approvals for utility outages, digging permits, fire prevention, safety, environmental clearances, sanitation, etc., from proper officials. The contractor shall also possess knowledge of conventional concepts, principles, and practices, along with a broad range of operational experience in all inter- related fields such as fire protection systems, mechanical systems, plumbing, and medical gas systems.
  • Quality Assurance: Perform quality assurance duties to support construction, repair, and maintenance contracts.
  • Troubleshooting: Investigate, analyze, and resolve problems pertaining to the construction, maintenance, and repair of medical center facilities, systems, equipment, and sub-systems.
  • Be present during the outages to coordinate planned work outside of normal working hours.
  • Work with Naval Facilities Engineering Command contractors in planning stages (connecting new mechanical and utility systems consistent with current systems).

Required Qualifications

  • Fire protection related bachelor’s degree preferred, or at least five (5) years of experience working in the field of fire and life safety in healthcare facilities particularly with multi- building facility inspections (internal and external) and best practices for fire and life safety programs.
  • Demonstrate at least four (4) years of life safety experience managing health care facilities components, and experience with NFPA, CMS, TJC, OSHA, NIOSH, and regulatory compliance.
  • Extensive knowledge of NFPA 101(Life Safety Code), NFPA 99 (Health Care Facilities Code), The Joint Commission (TJC) Environment of Care standards, ASHRAE standards, and ASHE standards.
  • Certified Fire Protection Specialist a plus but not required.
  • Demonstrated history of independent decision-making skills to direct and effectively manage the inspection process, ability to set priorities independently and collectively, ability to openly discuss conflicts/controversy, and ability to seek support when appropriate to make decisions and resolve conflicts.
  • Must be proficient with the use of direct digital control (DDC) building automation systems and software.

Physical Requirements

  • Must be able to lift 25 lbs.
  • Must be able to work in setting with infectious diseases.
