Position Requirements

  • Provide services as part of a project management team providing consultation and advice to government personnel tasked with overseeing the construction of military healthcare / medical research facilities. Services include working with government staff to develop the equipment procurement plan and schedule in the context of the project.
  • Assist the facility’s Logistics Division in evaluating equipment and furnishings for serviceability, life expectancy, safety and appropriateness of intended use. 
  • Develop supporting data, research and coordinate logistics support requirements and methodologies or equipment/systems and standardization of equipment product lines. Assist in the preparation of cost forecasts and budget estimates for the equipment/system short and long-term requirements considering overall life cycle costs.
  • Monitor procurement schedules and the provision of various project related equipment/system items and repair parts.  Alert appropriate government officials of problems affecting logistics supportability and/or schedule changes and recommends solutions. Provide and maintain documentation on issues/problems encountered for use in reports, briefings, and planning sessions.

  • With government guidance participate in equipment/system requirement and design reviews and monitor the progress of equipment procurement and receipt. Specific task objectives include (but are not limited to):

    • Assist HFPA Program Manager (PgM) or designated representative to establish goals and milestones for

      equipping the project.

    • Develop and maintain the Equipment Acquisition Plan (EAP).

    • Review project plans and specifications to ensure equipment as represented on the drawings is compatible with the PRCR.

    • Facilitate the initial equipment requirements validation process; plan subsequent meetings as required to determine exactly what is needed to outfit the facility.

    • Research vendor information, obtain quotations and provide alternate sources to ensure competition during the procurement processes.

    • Determine and implement an acquisition strategy (in-house/IO&T Contract).

    • For in-house operations, plan for appropriate staffing and support from local resources.

    • For Initial Outfitting and Transition (IO&T) contract support, submit appropriate task order request Form to HFPA Program Manager or designated representative.

    • Determine the availability of local/regional contracting support and establish support agreements as required.

    • Investigate and obtain other contracting support if local/regional support is not feasible.

    • Develop and maintain the annual Initial Outfitting (IO) budget in conjunction with the project’s equipment manager.  Assist the HFPA Program Manager (PgM) or designated representative in forecasting, developing, tracking, executing and reconciling the IO budget for the project. This includes developing the budget requirements and monitoring (and reporting) the obligation of all funds provided in support of the project.

    • Assist project PgM or designated representative in requesting IO funds from HFPA IO Program Manager, and monitor the execution of IO funds.

    • Serve as subject matter expert for the logistical aspects of the facility transition plan, and serve as a member of the Provisioning Committee.

    • Plan for the receipt, storage and accountability of new equipment and furnishings in accordance with Army Medical Department policies and procedures and the facility’s property management staff. Maintain visibility of all ongoing acquisitions and report progress to the PgM and transition leadership.

  • In coordination with facility’s logistics staff, ensure that appropriate documents are prepared and maintained for each new piece of equipment being purchased. Monitor all equipment/furniture requirements for receipt, initial inspection for damages and delivery to the facility. Ensure all appropriate documentation is completed for each

    shipment.

  • Ensure that each item of equipment being stored is accurately marked with the JSN, room number, and item description. Coordinate warranty reconciliation and extensions with government personnel as appropriate. Plan for and obtain warehouse space if required.

  • Develop an overall provisioning plan in conjunction with the equipment plan.

  • (IO&T or In-house assets) prior to use. Develop and implement a plan to assemble, install and technically inspect (TI) new equipment for the project.

  • Participate in developing the facility Move Plan (existing equipment). Assist government personnel to develop relocation contracts for equipment that must be moved by the OEM or third-party vendors as needed.

  • Participate in developing a reclamation plan for the disposal of excess equipment / furnishings generated by outfitting the new facility.  

  • Ensure all appropriate turn-in documentation is prepared and submitted

Education and Required Experience

  • Bachelor’s Degree in related field required
  • 5-10+ years of experience as a Logistics and/or Project Manager with experience evaluating medical equipment 
  • Must be able to obtain a DoD security clearance
