NIKA is hiring for an Operations Manager to provide support services to the Defense Health Agency (DHA) Portfolio Business Integration (PBI) Program based out of San Antonio, TX or Falls Church, VA!
Job Description and Tasks
- The Operations Manager’s primary role is to organize and coordinate projects within contract as assigned. They will also oversee project progress within overall program/contract objectives.
- The Operations Manager will provide strategic guidance to teams and project managers in ways that promote overall FE and PBI Branch objectives.
- The Operations Manager’s role will also be to oversee the progress within the projects and overall program.
- The Operations Manager will report directly to the Program Manager and the Government Client.
- The ideal candidate will be an excellent leader and will have experience in managing staff of different disciplines to produce results in a timely manner.
- They will also be able to develop efficient strategies and tactics within the organization to accomplish contract goals in the most effective, efficient, and cost-effective manner.
- Developing evaluation methods to assess program and project strengths and identify areas for improvement.
- Ensure daily program and project operations support the contract deliverables.
- Minimize incompatibilities and ensure standardized products.
- Plan and assist in developing collaboration tools in SharePoint.
- Map workflow processes and build functions within SharePoint site to gain efficiencies in horizontal and vertical communications.
- Assist in coordination, planning, development, testing, and implementation of FE web sites.
- Ensure DHA FE developed SharePoint and Connect.gov (or MAX.gov replacement system) site templates are standardized and assist in the development of new templates.
- Build workflow and collaboration applications using various DHA SharePoint sites.
- Manage the FE SharePoint Ticket System to include processing, tracking, and closing trouble tickets, creating performance metric reports, and updating documentation.
- Ensure program and project initiatives maintain a support to ensure timely completion.
- Organizing projects in accordance with the mission and goals of the organization.
- Propose new projects to support the strategic direction of the organization.
- Provide exceptional customer service throughout the entirety of the program.
- Produce deliverables on time and with no grammatical error.
- Managing a team with a diverse array of talents and responsibilities.
- Ensuring goals are met in areas including customer satisfaction, and team member performance.
- Implementing and managing changes and interventions to ensure project goals are achieved.
- Meeting frequently with the customer to maintain effective, transparent communications to ensure timely project issue resolution and discuss any decisions on services provided.
Qualifications
- Bachelors’ degree in healthcare administration, healthcare science, healthcare management, data science, mathematics, computer science or related field, and/or 8 years’ experience with in MHS or government approved resume.

- Exceptional aptitude in requirements gathering.
- Exceptional ability to elicit, analyze, validate, and manage requirements throughout the project lifecycle.

- Excellent verbal and written communication skills.
- Excellent computer skills, Microsoft Office Suite/Microsoft 365; working knowledge of program/project management software (MS Project, Asana, Basecamp), working knowledge of M365 applications, working knowledge in SharePoint development.
- Excellent skill in oral and written business professional communication sufficient to provide both oral and written results of data analysis to convey information for a wide variety of studies and reports.
- Proficient in Defense Medical Logistics Standard Support (DMLSS)
- Knowledgeable in AHLTA, M2, and GFEBS
- Proficient with the following Microsoft Office Suite/Microsoft 365 programs: Word, PowerPoint, Access, Excel, SharePoint, Visio and Outlook.
- Understanding of project management
- Knowledgeable in program management methodology and techniques
- Knowledgeable in performance evaluation and change management principles
- Knowledgeable of the organization’s structure, mission, and function to prioritize assignments and resolve problem.
- Able to multi-task, prioritize, and manage time effectively.
- Testing and troubleshooting aptitude.
Preferred Skills
- 3+ years’ previous experience in program management, project management, administration, or related field
- Two (2) years’ experience developing and deploying facilities and clinical/operational performance metrics, or government approved resume.
- Proficiency with data manipulation and/or statistical analysis software.
- One (1) year experience software management and data retrieval.
- Knowledge of building systems (i.e., mechanical systems, electrical systems, etc.).
- Working knowledge of the DMLSS-FM Module, working knowledge of M2, knowledge and familiarity with: Business Objects/Business Intelligence, CHCS Cache/AHLTA, SQL, MDR, SAS, HL7, ETL, Discern, and Healthcare Analytics.
- Knowledge of medical facility management. facility and real property improvement process/project lifecycle, real property inventory procedures, and clinical/operational lease planning
- Possess an active favorable NACI.
- Project Management Professional certification.
- Familiarity with advanced statistical concepts and modeling, and/or quantitative analysis courses.
- Familiarity with Defense Department Data Sources.
- Lean Six Sigma certification/training.
