NIKA is hiring for a Service Order Corrective Maintenance Manager (SOCMM) to support USAF Facilities Management for JBSA medical facilities in San Antonio, TX!

Roles and Responsibilities

  • Provides management for Sustainment, Restoration, and Modernization (SRM) unfunded requirements and funded projects on behalf of the USAF Facilities Management for JBSA medical facilities
  • Performs on-site user research and documentation, coordination, planning, market research, and reporting duties
  • Plans, researches, and coordinates the requirement and project activities to ensure service order and task order objectives are accomplished within the prescribed time frame and funding parameters
  • Reviews services order quotes or plans in order to determine the project time frame, funding limitations, and procedures for accomplishing project, staffing requirements, and allotment of available resources to various phases of project
  • Establishes work plans and staffing requirements for each phase of the project and arrange for recruitment and / or assignment of subcontract project personnel where applicable. Confer with subcontract project staff to outline work plans and assigned duties, responsibilities, and scope of authority
  • Lead preconstruction and project coordination meetings with end users and Facility Maintenance staff, various mid to high level government staff, and contractors

Qualifications and Education Requirements

  • Bachelor’s Degree from an accredited institution but can be waived if equivalent experience level is acceptable to the government.
  • Certified Healthcare Facility Management from AHA, Certified Professional Maintenance Manager (CPMM), Facility Manager Certificate (FMC) from BOMA or other certification highly desirable.
  • Five (5) years’ of experience managing the healthcare facility maintenance and repair of real property and real property installed equipment.
  • General knowledge of the Military Decision Making Process (MDMP), as well as knowledge of the Joint Operations Planning and Execution System (JOPES).
  • General knowledge of operations at higher level staffs to include DoD, OSD, Combatant Commands, Joint Staff, DRUs and Services HQ Staff headquarters.
  • Comprehensive knowledge of DoD and other service military department to direct complex staff actions that require knowledge of military command structure, missions, roles and organizational structures.
  • Comprehensive knowledge of a broad range of qualitative and quantitative methods for assessing and improving program effectiveness and complex management processes and systems.
  • Comprehensive knowledge of DoD administrative policies, regulations, precedents and planning guidelines, and processes; knowledge of DoD program goals and objectives, the sequence and timing of key program events and milestones, and methods of evaluating the effectiveness of program accomplishments; knowledge of relationships with other Services programs impacting DHA goals and objectives.
  • Skill in oral and written communication in order to present sensitive and sometimes controversial material and recommendations to management, higher authorities and other government agencies.
  • Ability to evaluate staff actions, proposals, orders and plans, and other recommendations in relation to DHA’s and DoD’s strategic plans, regulations, policies, and operations. The incumbent must have the ability to recommend corrective action as necessary.
  • Analytical skills to permit translation of DHA program and mission objectives into overall DHA plans which can be implemented within the framework of federal regulations, DoD and service regulations and procedures.
  • Possess an active favorable NACI.

Preferred Skills

  • Be technically qualified in the field of Healthcare Facilities Management and should have five (5) years’ experience in business occupancy construction and repair of a medical facility operations and maintenance and minimum, five (5) years servicing and/or renovating commercial buildings, including the supervision of a diversified work force responsible for operations, maintenance, and repair of commercial building infrastructure systems
  • Be familiar with the various codes and standards applicable to the O&M tasks covered by the performance work statement, NFPA, EPA and Occupational safety and Health Administration (OSHA) codes and standards and TJC for clinics accreditations
  • Have advanced knowledge and understanding of all aspects of repair, construction and facilities management to include the following disciplines mechanical, electrical, plumbing, communications, security, landscape, and government equipment
  • Have an understanding and experience with the Government service order and contract modification process
  • Have an understanding and experience managing and enforcing Government awarded projects and contracts to completion including punch list review, closeout documentation and final acceptance
