David Eubanks

Program Manager


As a program manager, David Eubanks specializes in construction project management, engineering, maintenance operations and management, regulatory requirements, and finance and budget operations for large hospitals and facilities. At NIKA, he supports the BUILDER Program, providing asset management and long-term facility planning based on facility condition assessments. David also supports NIKA’s reliability-centered maintenance (RCM) services, helping clients increase reliability, reduce costs, and minimize downtime by determining predicted time of equipment failure.

Prior to joining NIKA, he spent more than three decades working as an engineer and facility manager at military facilities across the country, where he developed valuable experience in risk assessment and life safety in healthcare and facilities environments. David earned his bachelor’s degree in mechanical engineering from the University of South Carolina and is certified as a Life Safety Code Specialist.

Renovation/Expansion of Hagen Dental Clinic
Fort Jackson, SC (MEDCOM/DENCOM)
2013-2016

Complete Renovation/expansion of one of Fort Jackson’s largest dental clinics to include all electrical, mechanical, and architectural systems. Provided state-of- the-art dental facilities pharmacy for Army personnel and their families at Fort Jackson.


Renovation/Expansion of Women’s Specialty Clinic, Moncrief Army Community Hospital
Fort Jackson, SC (MEDCOM)
2010-2012

Renovation/upgrade/expansion of the MACH Women’s Specialty Care Clinic which combined all women’s services into a state-of-the-art “one stop shop” for all women’s services, including mammograms, ultrasounds biopsies, x-rays, stereotactic, dermatology, etc. The project was a complete demolition and renovation and included replacement of all electrical, mechanical, and architectural systems as well as new equipment and infrastructure.


Renovation/Expansion of McWethy Troop Medical Clinic (TMC)
Fort Jackson, SC (MEDCOM)
2008-2010

The complete renovation and expansion of McWethy Troop Medical Clinic included demolition and replacement of all electrical, mechanical, architectural, and seismic systems. Upgraded all medical, pharmaceutical, radiology, physical therapy, and mental health services to include installation of all new equipment and infrastructure. Project required complex transition plan to relocate all personnel, troops, and services to temporary location and return to newly renovated facility.


Renovation and Relocation of Main Pharmacy, Moncrief Army Community Hospital

2006-2008

Complete relocation/renovation of main pharmacy at Moncrief Hospital to include demolition and replacement of all electrical, mechanical, and architectural systems. Provided state-of- the-art pharmacy for Army personnel and families at Fort Jackson.


RCM Analysis, Fuel Systems, Navy Seahawk Helicopter Naval Aviation Depot
Cherry Point, NC

Performed reliability centered maintenance (RCM) on fuel systems for the Seahawk helicopters, designed to improve efficiency and provide significant cost savings on Seahawk aircraft fuel system components.
