NIKA is hiring for an SRM Project Manager to support the Defense Health Agency (DHA) Program in managing facility projects based out of San Antonio, TX! Responsibilities
Assist in developing and aligning strategic, business and execution plans and requirements analysis and costing with the organizational operating business strategy to achieve maximum results based on the assessment of needs and existing policies, plans and guidance.
Identifies project requirements based on site visits and personal knowledge of MTF. Validates identified project requirements from MTFs. Review scope; evaluate need for project; review/update project justification. Review and evaluate urgent requirements. Review/edit classification of requirement as Sustainment, Engineering, or Modernization
Monitor the Operations and Maintenance Program and assists with compliance in meeting contract standards.
Ensure the preventive maintenance program meets standards and effectively sustains building operational standards.
Report any Emergencies and Urgent and Compelling requirements IAW with DHA established policies and procedures.
Perform site visits to MTFs as scheduled. Review and enhance Medical Facility Improvement Plans.
Request additional studies/analysis as needed, such as Facility Assessment Study (FAS), Infrastructure Assessment Study (IAS) or Strategic Master Plan.
Travel requirement is extensive. Personnel should expect to by TDY visiting installations under their purview up to 50% of the time.
Regularly review Medical Facility Improvement Plan to ensure all requirements are listed and it is in compliance with DHA Guidance
Prepare combined requirement list of projects for all assigned facilities.
Participate in DHA planning, prioritization meetings to provide support in developing annual O&M facility project plan and execution strategy. Develop recommended decision support packages to justify the funding priority.
Assist sites in submission of projected annual budget and participates in the validation of all requested resources. Monitors the distribution of funding, ensuring funds are provided to the sites for contract awards. Works directly with the site on any UFR submissions and participates in the coordination for UFR validation.
Support the administration of sustainment program. Develop initial sustainment distribution requirement for each base. Recommends approval of efforts based on priority and available funding.
Identify unfunded requirements to higher levels. Work with MTFs on execution vehicle. Track MTFs obligations in accordance with DHA directives and polices.
Review maintenance costs and utility usage; compare to like MTFs; and identify potential areas for improvement.
Assists DHA in developing a viable facility preventive maintenance program that includes the development of standards, method of reporting and viable performance indicators.
Track all project efforts (sustainment, engineering and modernization) at each MTF. De-conflict requirements that overlap across classification and consolidation of requirements into integrated projects.
Monitor all projects approved for design /construction and works directly as needed with the assigned Project manager and Engineer on any coordination of additional information required from the site to ensure they will be “Ready-to-Advertise” prior to the established cut-off date by the contracting authority.
Monitor the status of funded sustainment projects to ensure project is on time and within budget. Ensure early notification by MTFs for projects that require modification.
Provide interface with base level organizations, primarily DPW/CE and Contracting. Secure project coordination sheets or similar documents as needed. Develop/track DD Form 1391 for efforts needing Congressional approval.
Assist in the development of standardized methodology of entering all facility projects into the Project Module of the Defense Medical Logistics Standard Support – Facility Management (DMLSS- FM) system.
Maintain an integrated database of information on the medical and non-medical buildings supporting MTFs.
Provide DMLSS-FM guidance to MTF staff based on a working knowledge on how DMLSS-FM system supports facility management operations and building systems.
Review and provide recommendations to improve programs which support The Joint Commission (TJC) and /or The Accreditation Association for Ambulatory Health Care (AAAHC) accreditation.
Job Requirements
Bachelor’s Degree from an accredited institution preferred; but can be waived if equivalent experience level is acceptable.
Ten (10) years’ experience managing medical facilities operations and maintenance strategies, or government approved resume.
Five (5) years’ technical experience with building systems (i.e., mechanical systems, electrical systems, etc.).
Five (5) years’ experience developing multidisciplinary real property improvement projects or government approved resume.
Working knowledge of the DMLSS – FM Module, working knowledge with current National Fire Protection (NFPA) codes, and standards applicable to Healthcare; knowledge and familiarity with current Occupational Safety and Health Administration (OSHA) requirements for medical facilities; Joint Commission Accreditation standards associated with Life Safety and Environment of Care standards, knowledge of facility condition inspections, real property inventory procedures, corrective action planning, and high level root cause failure analysis.
Possess an active favorable NACI.

Solid organizational skills including attention to detail and multitasking skills.
Strong working knowledge of Microsoft Office, Smartsheet, Microsoft Project, or other project management solution to manage projects.
Healthcare Facilities Management experience.
