NIKA is hiring for three Project Managers to provide support in facilities integration medical readiness for the US Army Health Facility Planning Agency (HFPA)!

Primary Duties and Responsibilities

  • Support the integration of Army Medicine Facility capital investment requirements and priorities though coordination with regional stakeholders to enable Army Medicine’s mission success.
  • Provide consultation and advice to HFPA/G9 leaders to help shape Army Medicine’s built environment for the associated Army Service Component Command and Defense Health Network area of responsibility (AOR).
  • Support services shall include, but are not limited to, project management and integration support; planning and design reviews and coordination (e.g., requirements identification, submittal reviews, request for information coordination, etc.); data collection for recurring reporting and presentation requirements (e.g., weekly situation reports, etc.); scheduling meetings; and coordinating and distributing staff products.
  • Coordinates project information and tasks to enable HFPA/G9’s support of Army Medicine with the respective Army Service Component Command, Medical Readiness Command, U.S. Army Corps of Engineers (USACE), Defense Health Agency (DHA), Installation Management Command (IMCOM), and other stakeholders.
  • Consolidates, reviews, analyzes, presents, develops, and distributes data related to, but not limited to, facility requirements in contingency and enduring areas of operation; area development plans; military construction and sustainment, renewal, and modernization projects; health service support activities; defense support of civil authority activities; and global health engagement activities.
  • Coordinate with MEDCOM G9 for the review and reporting of TJC inspection schedules and environment of care results for MHS healthcare delivery facilities with Army equities in the respective MRC AOR.
  • Obtain, compile, and report the status of military construction, unspecified military construction, and restoration and modernization projects with Army Medicine equities in the acquisition stages of planning, programming, design, construction, and activation.
  • Obtain, compile, and report the status and results of master planning or area development plan efforts related to Army Medicine equities in the respective Army Service Component Command and Medical Readiness Command Area of Responsibility.
  • Attend facility capital investment and business process forums and/or meetings with Army Medicine equities, including regional base operations, area development plans, stationing actions, etc.
  • Provide facility integration related information to HFPA/G9 leadership to maintain awareness of items requiring action, resources, and Army Medicine senior leader attention.
  • Coordinate and integrate facility planning efforts with respective MRC to ensure Army Medicine requirements and projects are prioritized and reported to HFPA/G9 HQs.
  • Coordinate with the HFPA Support Division for health facility planning support to ensure strategic technical expertise is available and applied to regional requirements.
  • Support the development and execution of health facility planning efforts in support of the respective Army Service Component Command (ASCC) and Combatant Command in the context of health service support, force health protection, global health engagements, and defense support of civil authorities.
  • Support HFPA’s program manager for the Army Medical Logistics Command’s facility portfolio in the East and West. Aid in the domains of planning, design, construction, initial outfitting, and transition for AMLC facilities and infrastructure, including the Army Prepositioned Stock (APS) program throughout the respective region.
  • In support of facilities management operations at the respective MRC: coordinate studies, plans, and programs required to achieve Master Plan objectives that includes mission changes, technological changes, Army directives, and changing standards of lifestyle for the respective Medical Readiness Command, Headquarters, and subordinate units.
  • Assist in the development of Master Planning requirements to include the review of building layouts, and the submission of work orders, and service orders.
  • Contribute to the development of annual and long-range work plans to reflect projects and recurring annual requirements in terms of equipment and supplies for the seven-year Program Objective Memorandum (POM) period for the respective MRC, Headquarters, and assist subordinate units as required.
  • Assist coordinating and discussing the Facility Investment Plan (FIP) strategy with the MRC G9 staff (Program and Management Analyst and Command Health Facility Planner).
  • Assist in integrating the associated MRC, Headquarters, subordinate units, and U.S. Army Health Facility Planning Agency (HFPA) requirements with the installation facility master plan to initiate long-term Military Construction (MILCON) projects to support Medical Readiness Command, East priorities.
  • Request/maintain access to real property systems to assess and evaluate facility requirements on behalf of the respective MRC.
  • Consolidate information from the associated MRC, Headquarters, and subordinate unit top ten facilities priorities quarterly for short- and long-range planning. Work directly with unit Facility Managers to develop priorities, budget requirements, and prepare briefs to the command quarterly on priorities of effort. Develop a monthly Facilities Management meeting for the subordinate units to attend to provide a status on current issues, priorities, and requirements to brief the command.
  • Assist in coordinating with installation DPWs to submit facility capital investment requirements.
  • Assist in providing facilities support/oversight to Mobilization Force Generation Installations (MFGIs), Optical Fabrication Labs, Public Health Commands (Veterinary and Food Inspection locations, as needed), Soldier Recovery Units (SRUs) and Medical Readiness Brigade/Battalion/Companies facilities’ requirements.
  • Attend quarterly Real Property Planning Board meetings and other associated meetings as required with local DPW to continue to influence facility requirements. Coordinate with the Facility Operations Specialist and Health Facility Planner to develop Courses of Action (COA) for future projects including adding new requirements to the Facility Investment Plan (FIP) and DHA Facility Enterprise’s Capital Investment Decision Model (CIDM).
  • Assist managing Space Use, Moves and Space Control as a building consultant for operating 5 and staff offices on space management concepts and techniques.
  • Recommend specific policies and procedures to the supervisor to improve the space management program for the respective MRC, Headquarters and meet higher-level requirements for the command. Conduct special studies to solve specific space problems. Investigate technical situations, devise plans to adjust the needs of the respective MRC, Headquarters to space availability to ensure maximum utilization of space and economy, and to promote efficient operation.
  • Contractor must be proficient in the use of real property systems (e.g. DMLSS, RPLANS, BUILDER, etc.).
  • Supports DHA Healthcare Delivery, Army Readiness missions, ASCC and Combatant Command missions, and Army Sustained Facilities (IMCOM).

Job Requirements and Essential Skills

  • Bachelor’s Degree in a related field; or at least, 10 or more years of experience with health facility planning support or facility management.
  • Proficient in the use of Microsoft Office Programs (Excel, PowerPoint, Word), SharePoint, and Microsoft Project and TEAMS products.
  • Knowledge and application of processes, policies, methods and procedures affecting Military health facility construction, outfitting, and transition.
  • Must have or be eligible to attain a US Security Clearance
